MY OPPONENT, IN HIS WORDS....
“To open up that maximum density wouldn’t go over in my district”, in reference to the idea that the new plan would allow density as high a ten units per acre inside the growth zone. Levy Court Comprehensive Plan Committee Workshop. 5/20/2008. MY OPPONENT stood in favor of the Camden Comprehensive Plan, which allows Camden to annex 300 acres of land west of Camden, to develop 1,543 homes, some at the 10 units per acre density he claims to "be uncomfortable" with.
"I don't even know who they are", speaking about the group of individuals appointed to the Camden Comprehensive Plan Committee, at the Camden Special Town Meeting to discuss the Comprehensive Plan, 12/20/2007. He spoke in favor of the Camden Comprehensive Plan, which originally annexed nearly 1,000 existing homes on the east side of Rt 13, as well as 300 acres west of Camden-Wyoming, for a high density development called Savannah Farms.
"Uh, 5-2 on that. I'm changing mine as well." - Changing his YES vote to a NO vote, to ensure that equity and fairness is maintained according to County Code for Sewage Service fees and avoiding a potential lawsuit. After a 7-0 initial vote, another Commissioner changed his vote, bringing the vote to 6-1, MY OPPONENT then followed and changed his vote as well - Levy Court Public Works Committee Meeting, 11/06/2007.
“The staff is busy and needs the (breathing room) that was advertised,” said MY OPPONENT, who was elected four days after the moratorium was adopted. “I’m still not sure if the moratorium is necessary.” Delaware State News Article, Glitch Halts Developers, 06/22/07. The moratorium was necessary to allow the County Comprehensive Plan to be approved, which implements many more controls on the development.
"And, as a commissioner, I have the right to say ‘no’ to any proposal that comes across our board. If these proposed developments don’t meet our standards for curbing growth, I will not be shy about saying ‘no’ to the huge out-of-state developer." - Dover Post, Candidates for office of Levy Court Commissioner-at-Large, 06/01/07. MY OPPONENT has voted in favor of growth more than any other sitting Levy Court Commissioner.
How do you assess the current level of county spending and taxation, as well as the priorities reflected in the budget? What, if any, changes would you make in spending, taxes or services? "Being extremely fiscally minded the budget and taxation of the citizens of Kent County will be foremost in my mind. I will try and save our taxpayers money in any way I can. I would find new ways to generate revenue outside of burdening the taxpayer to provide for vital services, such as volunteer firefighters, EMT technicians, and the education of our children." - MY OPPONENT Issues, http://www.wgedmanson.org/issues.html 4/22/2007. MY OPPONENT voted AGAINST the new trash program, which saved county residents from an increase in the trash pickup fees.

In nearly 18 months on the Levy Court, MY OPPONENT has introduced no ordinances to further put the burden of education infrastructure on developers.
"Kent County hasn’t seen a property reassessment since 1987, Edmanson said, and a re-evaluation of properties could result in some badly needed additional cash for the county. But he’d prefer to see only temporary tax increases, ones that would go down automatically once a need for extra money has passed." - Dover Post, Edmanson Eyes At-Large Levy Court Seat, 05/24/06. MY OPPPONENT was in favor of tax increases during the 2006 General Election, then changed his stance in the 2007 Special Election, and has since voted against the 2009 County Budget, which reduced spending by nearly $3 million.
